More important, ACE also joined up with forces in 1999 with Goleta National lender (a product of Community western Bancshares) to bolster and guard their “payday” mortgage operations. A few claims had passed laws forbidding the practice of “payday” loans because they deemed the yearly interest rates on these little, temporary debts (which often exceeded 400 per cent) to get usurious. To circumvent these anti-usury legislation, ACE would leverage the partnership with Goleta to give such debts in claims in which they certainly were outlawed.
